Bounded ingest, not a census: 29,750 contract awards currently loaded (1,593 with full transaction history), per the scope in outlay.config.json. Totals are totals of the ingested set. Dollar amounts are obligations — money the government has promised to pay, not cash already out the door. Agencies report this data themselves; the Defense Department publishes ~90 days late; the current budget year is still in progress. See methodology . Outlay (paid-out) figures cover only awards that link between contract records and agency financial reports: for Department of Veterans Affairs, 1,648 of 5,855 reported contracts ($32.3B of $48.5B in FY2026 gross outlays) as of FY2026 period 9. Awards without a link show obligations only — that is a coverage fact, not a spending fact. Source records republish silently; Outlay keeps its own append-only version archive from first pull onward. Post-publication revisions recorded so far: 2,258 awards (2,273 revisions). Revisions are routine (spending progresses, errors get corrected) and are not themselves evidence of anything.
