Awards without a link show obligations only — that is a coverage fact, not a spending fact.
Source records republish silently; Outlay keeps its own append-only version archive from first pull onward. Post-publication revisions recorded so far: 2,258 awards (2,273 revisions). Revisions are routine (spending progresses, errors get corrected) and are not themselves evidence of anything.
